Jimmy Davis - Says they should change the call-in schedule to not have a cut-off by noon and where they must call in 30 minutes prior to the meeting. Spoke on water billing - prefers Option C instead of slowly updating, either forgive the debt and start fresh or allow citizens to pay it off in full.

- Water billing important to get answers, should be treated like personal account, all information obtained is unverified, council is getting the information from same people that kept them in the dark, there is talk of now $12 million behind, Jimmy Davis requested water information and wasn't given what he wanted, council needs to get and outside and objective audit.

3. Regarding Water Utility Billing Matters
     - Review of 32/30 plan - change read cycle on avg to every 32 days from 28 days

     - Increased the tier  by 14.29% to accommodate the longer reading cycles

     - If they gave people options, it would lead to confusion

     - Options would also create a lot of manual intervention which could lead to additional errors
